One way or the other, it sounds like you've examined them, so what I have to say won't be a spoiler.
I created a SpiralLinux Budgie VM, and began configuring it. I started the Budgie Desktop Settings, because the bottom panel was in the wrong place, a la GNOME. And the icon-only task manager was on a dock panel at the bottom.
I got rid of the dock panel, because there's plenty of room on the bottom panel for the task manager, as in Solus Budgie. Once the bottom panel was on the bottom, I started rearranging things. The desktop switcher was on the left, where the task manager should be. In the center position was the clock and other widgets that should be on the right end. And there were about 7 or 8 unnecessary spacers that I removed. Eventually I got it looking a lot more like Solus Budgie.
There was only one global theme available, and it wasn't a dark one. So I turned on the "Dark theme" setting, and the Budgie Desktop Settings dialog turned dark, but nothing else did. I changed the background from the Debian 11 default to a Spiral background, but it didn't actually change anything.
There wasn't any terminal listed in the System category in the menu. I couldn't find it in any other category, either, until I looked into the All Applications section. There it was listed in the System section at the bottom. I started the terminal, and it was set to bright white with colored text. The text was way too small to work with on a HD screen, so I looked through Preferences to find a way to enlarge it.
There was no way to adjust the text size in any part of the Preferences menu. I created a new profile, but that was no better. And I wanted to change the colors from black text on a bright white background to white on black, but the controls to do that had no effect.
I decided to live with all this and try to access my NAS for some files to help me configure Spiral. "Files" was also bright white in spite of my selecting "Dark theme" in the Budgie settings. When I clicked on Network, my NAS showed up, but it wouln't display any of the shares, let alone any of their contents.
At this point, I'd reached my limit. I removed the icon from my laptop and removed the VM from the VirtualBox manager. Spiral seems to have been created by an 8-year-old without the technical skills most kids that age have.
