If you right-click on an empty spot on the background, and then click on Budgie Desktop Settings, have you experimented with the various themes that are available? The first image here is using Materia-dark, and the second is using Materia.
There are a number of other choices, too. You might be able to find one that provides an appearance that you like better than what you're now seeing.
