Another thing to explore is whether decreasing your chosen network connection MTU helps to ensure you don't get fragmented IP packages when connecting to the CDN? We had a user where his WiFi card (but not his wired ethernet) got really slow when downloading packages because his MTU was set too high.
If you're using a WiFi card to connect, try setting your MTU in NetworkManger to 1460-ish and see if that makes any difference when connecting to the CDN.
