I've just installed a solus using budgie desktop. Everything working perfectly excepted nautilus which is using a light theme instead of the dark one. In "Budgie Desktop Settings", I'm using plata-noir and papirus dark, dark mode is enabled. If someone can help, would be appreciated.
Anyway, I'm pretty happy with this distro which is working perfectly !

This is a known problem, and the reason why Budgie is changing its file manager to Nemo. You can install it now from the repository, and it will use your dark theme.

If you prefer nautlius and / or want to theme other libadwaita applications, check out Gradience.
      From https://discuss.getsol.us/d/8888-important-issues-with-latest-update-gnome-budgie-gtk-apps :

Staudey For the first problem (not respecting system theme) one solution/workaround is to patch the libadwaita theme to match your system widget theme colour. An easy way to do this is by using the Gradience app. Now available from our repository. With this app you can either manually adjust the theme colours (if you have the time and inclination to do that) or, as I did, explore pre-configured presets. Personally I use our ant-dracula-gtk-theme, so I searched for the Dracula preset and applied it. This will adjust the libadwaita theme colours to match the widget theme. Not perfect, but much more agreeable to the eyes. Update: If you also want to theme older, GTK3 apps in the same way, there is now the adw-gtk3-theme in our repository, which can also be styled inside the gradience app (there is a checkbox for GTK3/legacy style when you apply a theme).

Have you tried this on 4.4? I just did a fresh install of it and I have Dark theme checked but nemo still has a white background.

Yeah, this is Nemo on my Budgie 4.4 VM. You say "a dark theme." Is it Materia-dark? That's what I'm using. If you're using a different dark theme, that could be the difference.

(The little arrows on most of the folders are because those are symlinks to some of my NAS shares.)

Well I feel dumb now, thank you!

I just had the "dark theme" checked and forgot I needed to also change it to Materia-dark. That fixed it.
