I moved to nemo and was missing this function.
Create a file. gedit ~/.local/share/nemo/actions/extracthere.nemo_action and paste

Exec=file-roller -h %F

Selection=Any

This is for the user. For the system, you have to add the file to /usr/share/nemo/actions/
