I don't use touchpads, but I do use a touchscreen on my phone, of course. There, the equivalent of a right-click seems to be a press-and-hold movement. Any chance that would also work on your Chromebook?

yes but would prefer a single click 😀

Gnome Tweaks might provide a way to enable touchpad right-click if you are using the Gnome desktop. I don't know if the tweak would transfer to Budgie, but it might because Budgie is integrated with the Gnome stack. Probably worth a try if you would prefer not to use the "two-finger tap".
