George In your home directory you need to make a ".themes" folder and move the theme folder there. Make sure that when you click into the theme folder it's not another single folder.
ex: "Flat-Remix" -> "Flat-Remix 1.0"
You want to click into the folder and see the various files and folders for the theme.
Copy that into ".themes" then open budgie settings and you should be able to swap!
It's the same for icons as well.

George Is your downloaded theme listed as an option in Budgie settings? The section it's listed in is called "Widgets." If that's not the problem then maybe you downloaded a non gtk theme file? I've done this with Layan(https://www.gnome-look.org/p/1309214/) and Qogir(https://www.gnome-look.org/p/1230631/) and had no problem.

Hamburger you used transparent mode??? I for using transparent mode, deleted pack "budgie desktop branding fortitude" and activate toggle built-in theme

George Layan has a transparent version you can download. Doesn't really matter. All I did was activate the theme in Widgets.

@synth-ruiner What @sangheeta said. I just installed nautilus-folder-icons from the repo to select folder colors from the context menu. Thank you for detailing the default way, though. I didn't know you could drag the icon over like that in GNOME. Useful feature.

Testing unstable. New GNOME is incredibly performant and matured (thank you, Shell devs & Solus team). Respun the latest 3.36 Plata theme with teal500 as primary color, teal300 accent and orange500 destructive elements. Also used papirus-folders to change default folder icons to teal. Bibata Classic cursor forever.

Junglist For others who would like to replace the breeze cursor like you and me, there is also the option of the Vimix cursor theme, which was added to the software center 7/3-2020, thanks to seagle who suggested and packaged it.
