not sure you can, but if your widget and icon themes are dialed in you shouldn't notice it outside of the drop down menu.
that said I'm 100% sure I've read about someone rigging a .css file but that's not my thing.
longshot: is changing Budgie's green flourishes possible in gsettings, or gnome-control-center or gnome-tweaks?
