I've seen this in dual boot, dual drive installations, although the way in which I do dual boot installations sets up Windows Boot Manager as the bootloader on the Windows drive and Linux Boot Manager on the Solusr drive.
In the situation you are describing, you will not get a grub menu. Boot sequence will be controlled by the F12 Boot Menu.
I assume that you can tell which drive is the Toshiba drive when you F12 into the Boot menu. Just to confirm that the drive is bootable, would you please open the Boot Menu (F12 during boot), select the Toshiba drive, and press Enter to boot from that drive? When you do that, does Solus boot?
