clr-boot-manager is a core aspect of Solus and required for various boot manager operations. You can't switch to "new grub" (whatever that is). You are using an EFI-based system, meaning an EFI System Partition is used, as opposed to GRUB which is typically used for legacy BIOS + MBR systems.
