I have absolutely no clue what you are talking about. There is no relation between a release of a new major version of Budgie and a new major version of Solus. When @DataDrake and I consider the changes in Solus to be significant enough to warrant the move from 4 to 5, that will happen. When Budgie 11 is ready, that will happen too. Both occur on their own independent paths.
Expanding on this, I have no idea what you mean by a "traditional style". Even come Budgie 11, I am not going to be changing the fundamental default of the current panel layout. You will still have your Budgie Menu, IconTasklist, System Tray, status applet, clock, then Raven. Do I expect to introduce more ways of using Budgie that allow for alternative experiences like a GNOME Shell-like UX? Yes. Will that be the default? Absolutely not.
