I have absolutely no clue what you are talking about. There is no relation between a release of a new major version of Budgie and a new major version of Solus. When @DataDrake and I consider the changes in Solus to be significant enough to warrant the move from 4 to 5, that will happen. When Budgie 11 is ready, that will happen too. Both occur on their own independent paths.

Expanding on this, I have no idea what you mean by a "traditional style". Even come Budgie 11, I am not going to be changing the fundamental default of the current panel layout. You will still have your Budgie Menu, IconTasklist, System Tray, status applet, clock, then Raven. Do I expect to introduce more ways of using Budgie that allow for alternative experiences like a GNOME Shell-like UX? Yes. Will that be the default? Absolutely not.

Default Solus theme is just right.
Default addons/applets are just right.
Default layout is just right.

If someone wants to make it look like some weird Cyberpunk 2077 looking vaporwave nonsense or something like it's made by annoying angsty teenage girl there are icon packs and GTK themes for download and install. There are addons/applets of any kind for download for all the DEs Solus comes with.
