What IP address range is your router set up for? Are both PC's on the same network? Both of those are private internal LAN IP address ranges. Which should mean they're both getting an IP address from somewhere, but it does not appear it is from the same place. You need to make sure both of these devices are connected to the same router.
Forcing an IP address change at the device level is not usually a good idea. If your router is DHCP and you hard set an IP address on a PC, you can run into 2 PC on the network getting the same address among other issues. Always best practice to just manage IP addresses at the router whose job is to assign them. IE it doesn't really matter what OS you are using if both PC's are connected to different networks, you'd still have the same issue.
