That's quite true, but remember: swap can be done with a swap file. It doesn't need to be a swap partition, although that's probably the most common. As long as you have enough disk space to create a swap file that's big enough to be useful, that should be good enough.
And, of course, if suspending is important to you, it has to be big enough to hold all the RAM that's in use at the time.
