LTS kernels do not see new feature additions, only recieving bug fixes and some new hardware enablement (rare). Solus uses the 4.14.x LTS which was released in November 2017 and will receive bug fixes until January 2024.
So its absolutely #2. Your hardware is far too new for that LTS kernel branch.

Marking topic as solved as the kernel is working properly. It just doesn't support your hardware. An the 4.14.x LTS branch will never support your hardware.
