Fractional scaling isn't supported in the official GNOME Control Center and their constant claim is that it isn't well supported in GTK + X11 and the "solution" is Wayland, neither of which are accurate. Some operating systems have GNOME Control Center patched to provide an xrandr-based solution for fractional scaling, it is something I will likely include to improve ease of use.

You can use xrandr to set a different scale. Arch has some good docs on it: https://wiki.archlinux.org/index.php/HiDPI#Xorg

You didn't mention the DE that you're using, so I'll assume it's the flagship DE. I don't understand why there are two methods to change the scaling, or how they interact, but the setting you want is in the Budgie Desktop Settings. I, too, prefer a scaling of 1.25.

Budgie so far has worked for me using the Text Scaling option in Budgie Desktop Settings and most apps have honored that .
Doing this way has been better than using patched Gnome method and I haven't had any blurriness or other issues with apps.

This is how I do it as well and would say probably a 90+% of apps honor it. That '10%' would be, for me, some repo games that play full screen or very tiny with no in-between.
