Because it was never completed. That implementation was scrapped by @DataDrake and I because we don't want the Software Center to use python, the fragile eopkg / pisi python APIs, or even eopkg itself.
That version is never coming. A rewritten Software Center will come when we've written sol. No ETAs, it's ready when it's ready.
