Hi guys !

I recently found out that on my machine (Solus, Budgie), pip (for python2.7) version is 20.1.1

Howerver, pip3 version is 19.2.3

It's no big deal, but I find it a little odd.

Is there a reason for that ? Should I update (sudo python3 -m pip install --upgrade pip) ?

pip3 is included in python3 package, so they are updated together. python3 is currently v.3.7.6.

Absolutely no. This will overwrite system-wide pip and can lead to numerous issues in the future.
As @algent already mentioned, pip3 ships with Python 3, and it will be updated together with python3 package. Meanwhile 19.2.3 is guaranteed to work correctly with Python 3.7.6 (after all, that's what Python 3 developers bundle with this version).
