Clickbaity title aside, I've looked through the forums and I seem to be alone in this issue, but it's truly a strange one -- so I thought I'd share in the hopes of hitting a similar experience.
Here's what this issue is like:
1- attempting to capture screen in any form (gif, mp4, webm) results in a video that seems to be frozen, but with subtle movements or going back and forth a couple of frames.
2- the output may also (on repeated recordings) start showing glitches and time-travelling behaviour; i.e. windows that are now closed appear stacked in the recording, glitchy appearances, artifacts, cursor could be moving fine but not the windows underneath it, etc..
3- recording software doesn't matter (tried with gnome's tool, peek, ssr, etc..)
4- sometimes scrot shows similar characteristics, but other screenshots software (the budgie applet and flameshot)
Some background info: I have integrated graphics, my laptop is dell inspiron 11 (3147 specifically), and this issue has only been observed on Solus budgie.
I have a couple of theories, but only one of them is very likely:
1- It could be budgie's baked-in window manager and compositor
2- it could be misconfigured x11
3- the most likely I think, is that I'm missing a driver I need to load (drm maybe?)
a note on 3, the behaviour is irrespective of drm'd content (I don't have any to begin with), it happens even when trying to record my desktop and my cursor.
