Maybe
eopkg li | cut -d " " -f 1 | tr '\n' ' ' > ~/InstalledPackages
on the current PC and
sudo eopkg install $(cat ~/InstalledPackages)
on the new PC (after installing Solus & copying the file, of course) could help?
P.S.: I personally believe using dd could be quite tedious.
