How to start php file by lamp?

That file index.php was created by command with sudo

I cant to just create or Drag and drop files into that folder

Not a particularly good idea, honestly.
You have made a root owned directory (meaning, a directory that in the default installation is meant to be very well guarded....) accessible for read, write and execute by everyone.
It should be best to create a virtual host for your needs pointing at a root directory in your home.

davidjharder i mean taht if one i dont nead to hide a ability to create files in my folder from my parents(for example) and i cant understand who can do that except people who can use my computer.
