update observations
algent You don't need to relog to update your applets list, just like how you don't need an applet to restart it either. Just need to do budgie-panel --replace &!
then Ctrl+D
in Terminal.
JoshStrobl Thank you, will read this now. I will read the dev page as well to stay in loop.
algent Did anyone ever tell you lately that you are on fire with the good reference commands? I think I've cut and pasted your last 5 suggestions helping people elsewhere. And that was just a couple days worth. It's good to have a reference catalog of DIY info. I appreciate it.
JoshStrobl Cut and pasted this, too! Graci--
UPDATE:
There is no icon/widget combination in my arsenal that is not grotesque in proportion or aesthetic. This after an hour of tinkering. Light or dark.
This is a new one. And I'm pretty easy to please.
Sardi is the only thing but that is an aquired taste like eggplant or something.
TIme to keep installing and experimenting.
I will remain patient with the fixes, so mark this SOLVED. Graci.
It isn't specific to one icon theme or GTK theme, sorry to disappoint you. Feel free to go back to whatever makes you most comfortable.
Oh no, end of evening, did not mean to offend.
The limited packages I have are in conflict, visually.
The combo that pleases me no longer works.
Tomorrow a new day. Lots more options in repo.

I experienced a very similar problem after the update; the battery numerical charge percentage was still
there but the battery graphic icon was gone from my tray and the network icon was something totally
bizarre that I hadn't seen before (not sure what it was supposed to be). I have both Gnome and Budgie installed
and both weren't right until I did the following:
I booted into Gnome.
I entered sudo eopkg install --reinstall -c desktop.gnome.core
I entered y for yes after being prompted that there were a few additional items
that needed to be installed to fulfill dependencies. (which did surprise me)
In the appearance settings for Icons (in both Gnome and Budgie) I switched to a generic 'gnome' option,
which was not there before. This returned everything to almost normal, the battery icon was back and
the network icon was the right one but had a black square behind it for some reason.
Powered down the computer and rebooted.
Everything was back to normal and I was once again able to select whatever I wanted in the
settings for both Gnome and Budgie.
I have Solus installed on 2 machines and I had to enter the reinstall command on the other
computer about 2 months ago (I can't remember what the issue was) but it has been necessary
for me twice now and both machines run great.
I'm posting this because it solved my problem but I'm not sure if it would help your situation
or not.

I went back to my old settings on a whim (sse initial pic). Rebooted. No more train wreck.
I did not use any command above, I just wanted to wait for updates and fixes, patiently.
I have no idea why everything is wonderful now. And allegedly conflicting icons work.
In fact I'd love an explanation, but feel free to skip it---I feel foolish enough. It's Sunday after all.
Stick a fork in this one: SOLVED.
And thanks everyone.
