I'm surprised you can't do that in Solus. I can. If I press the Super/Win key and release it, the start menu launches. A second press closes it. If I hold down that key and press a second key with it, it acts as a keyboard shortcut. An example is Win + L to lock the screen. This is by default ... not something I figured out how to define. I'm using Budgie for a DE. The same thing works with the Plasma DE.
On MATE, pressing Win once and releasing it toggles the menu, but when I tried it, Win+L did not lock the screen. I suspect it simply isn't defined as a shortcut by default, but I should leave it to someone who actually uses MATE to confirm that.
And I have zero interest in Gnome, so I don't have an instance of Solus with that DE set up to try it. Again, perhaps someone who actually uses Gnome (if there is such a person) could tell us.
