Is there a way to play legally bought Blu-ray Discs under Solus?
I prefer Open Source Software but proprietary is fine as well.

No recommendations that require Wine please.

VLC should play them once you install libdvdcss which is in the SC.

Those workarounds like the KEYDB.cfg (last updated March 2018) thing and everything related to VLC doesn't work.

Try playing NEW Blu-ray's like Captain Marvel or Alita: Battle Angel, then report back to me if they work.

I talk about BLU-RAY not DVD!

The main problem is the copy protection of Blu-Ray it is not open-source. So I think new Blu-Ray Discs may have newer protection which has to be "cracked" an that may take some time.

Solarmass Doesn't work because of the protection.

Justin As I said, all others (even Asian sites) link to the original download site for the KEYDB.cfg file and this thing was last updated in march 2018.
You can give it the "Solved" tag, after more research there is no way to play newer Blu-ray's natively. The only solution, beside not being a solution in my opinion, is running a wine installation like Leawo Player. You can call MakeMKV a workaround but this thing seems shady and confusing for new Linux users like me.

There are sources out there online (and I'm not going to link them as I'm dubious of their legality) that enable BluRay playback on Linux. These I believe are keys to decrypt the files for playback.
