Look-up google images with the keyword 'magic lamp compiz'. It's a windows manager effect (I don't know the term) for minimizing a window. It's pretty popular so I thought you guys and gals would already know.

Compiz is available, as for the animation in BudgieWM, unlikely I'd imagine.
