The short answer is no you can't do it without adding another app. But it is not that hard to do with what is already in the repo. Recently the app called Variety stopped working in Budgie so don't waste you time trying that one. I did find another app called Damask that was working with Budgie as of last week when I changed to Gnome from Budgie. It also works on Gnome.
It is pretty easy to set up. You choose what local picture folder you want to use as well as any online folders you might want to use from the list Damask has. You also can select to have it run in the background and have it start at the beginning of a user session. I have been using it for a few weeks now as I said on Budgie and now on Gnome without any problems.
I am not aware of any apps for animated wallpapers but I have only been using Solus since the first of the year so there may be some I haven't found yet.
