No, that is how package updates work. A single library could be updated and require packages to be rebuilt against that library.
The nature of flatpak means it is far more likely to have applications using different versions of dependencies.
Example:
Gnome 47 was released recently this will bring a lot of updates to gnome/gtk projects. Some applications will use the newer runtime/org.gnome.Platform/x86_64/47
others will be behind using runtime/org.gnome.Platform/x86_64/46
If you install flatpaks system wide and on a per user basis then you get a lot more duplication.
KDE Frameworks / Gear updates could cause the same spikes.
There are many reasons updates might seem to spike "higher than normal" but having more updates available is really only indicative of there being more updates available.
