Locked pdf permissions

I just thought this was kind of strange and what good are pdf permission locks
Had a pdf file with regular pdf viewer could not print it came up and said protected.

What I found is rather simple is that evince prints it or you can save it to file that doesnt have
the locks kind interesting.

makes me think your password protection does not lock the pdf document, but the APP itself only locks.
for instance if Libre Writer gave me the option to lock and I locked it, it wouldn't surprise me if OpenOffice could open it.

even if it was password protected and you did have to put a password in to open it (I don't think that was the case here) then it gives ownership back to you and of course you can Save As and Print.

I wonder if my theory is correct? The first PDF Reader locked the doc and made it password-protected...for that App only? So the pdf file is not truly locked between apps?
Permissions might tell you some more.

This was an official govt document downloaded they are big a protecting certain docs so they cant be changed.
I wanted to print it for paper file.
Never tried clearing the protection when I did search the Evince method came up tried it and it worked.
Just stuck me as kind of odd.

Note got me thinking tried libre office it asked me for password and wouldnt open it go figure..lol
Master pdf opened it but wouldnt let me do anything but view it.

I wonder if evince uses an older legacy method of opening PDFs and simply does not recognise the way that it is supposed to behave.
For instance I found that most modern boot discs will honour Windows folder ownership but if I use an old WinXP boot disc then mostly I can stroll straight in without needing to take ownership of any directories. Obviously depending on what security has been implemented.
Sorry I have nothing too technical to pin this all down with, the similarities between the two scenarios just seemed like they needed adding to the mix. ;-)

Some PDFs are locked simply to avoid modification. It is however optional for a pdf application to respect that lock and so you can often open those PDFs in some applications and edit them.

Other PDFs actually utilize encryption of some kind and require the password as a key to unlock that. Such PDFs are often modifable once the password is entered though.
