Had the same issue efibootmgr did not work for me to add solus to UEFI but easyUEFI for windows did work to add it. The bootloader for solus is in /EFI/systemd/SOMETHING sorry I don't have my PC right now to tell you the exact filename 
but I'm sure it's not the one in com.solus... or in boot
