Solved!
I changed my BIOS settings so that the AMD GPU is the default one (Weirdly, the reason I changed it in the first place was because of issues with the Live disk). This then spat out some garbage graphics.
I then booted using the LTS kernel which has gotten me to desktop and everything seems to work fine!

I have just reinstalled Solus onto my computer but its not working with my graphics card at all.
I have installed the LTS kernel which hasn't helped and this did previously work with Solus 3.999. I have the default packages (+ LTS kernel) that come with budgie, all updated a few minutes before this post was made
It is outputting from the built in GPU but I need more power than that for what I typically do. (And it's a waste)
I hope I have provided enough information but if I missed something obvious then please point it out and I'll update with the new info.
Update: I used lspci to check what devices are detected. Both GPUs are detected properly. I also checked that the amdgpu module was loaded using lsmod and it is
