One of the complaints of the author of the Distrowatch review is that in Solus Budgie the themes are applied inconsistently: "The most obvious mismatch is the light/dark theme. The Budgie Desktop Settings panel is dark, the renamed GNOME settings panel has a light theme. Rhythmbox is light, Celluloid is dark, and Nemo is light."
I believe this inconsistency can be easily fixed.
When a user first logs onto Solus Budgie, the default "Widget" in the "Budgie Desktop Settings" is "Materia." Materia is not a completely dark theme, however. It simply has a dark title-bar with a white background. But because "Dark theme" is also one of the default settings in "Budgie Desktop Settings," everything is darkened--at least in the Desktop Settings applications. Other applications, however, just have the dark title-bar. These applications include Nemo, Software Center, and Budgie Control Center.
If one deselects, the "Dark theme" option, everything becomes consistent. All applications have dark title-bars but white backgrounds. This is what the "Materia" widget is designed to do.
If one wants to have a dark theme, then one should use the "Materia Dark" widget. All applications will have dark title-bars, dark backgrounds, and white text.
In other words, each of the themes, if applied without selecting the 'Dark theme" option in "Budgie Desktop Settings," will result in consistent theming.
So I recommend removing the "Dark theme" option unless it has some other use that I'm not aware of.
