I have a couple of Corsair PSU's that are pretty quiet, a RM550X and a SF450. You'll have to look up the specs but I believe they both increase/decrease the fan speed depending on the temperature. They don't require a motherboard connector to do this.
Also, I would like to point out that, just because you have a bunch of holes for fans in your case doesn't mean you have to use them. Just monitor your temperatures and see how it goes. I've run plenty of computers with just one fan blowing in and the PSU pulling out.
As for fans, the Noctua ones are pretty good. To be honest, I have Thermaltake, Corsair and Silverstone cases here and their fans are pretty good as well. I don't have access to my stash but I have some orange fans from some Dutch company I believe that are the best I have ever had. I don't think they are around anymore though.
