As an FYI, I found how to set up half the equation in Plasma, so I think I finally understand what you are getting at ...
Settings > System Settings > Power Management > Energy Savings > Button Events Handling > [Select] Prompt Logout Dialog sets the power button to bring up (as you note) the Shut Down menu. I missed that because I have the power button set to do nothing.
However, a second power button click doesn't shut the computer down. That has to be done using the Shut Down menu that pops up when you press the power button.
I'm not sure what pressing the power button a second time would do in the context of the Shut Down menu, because (at least in Plasma) the menu opens with all the options available, and the user has to select an option with the mouse anyway. Once selected, the option process (whatever it is) proceeds.
