kcolorpicker is just a library that provides a color picker button element that developers can use in their programs. Perhaps you are looking for kcolorchooser?
There are also no .exe files in either package (that's a Windows thing). The .so files are Shared Object (library) files. Think sorta like DLL libraries on Windows.
