I think that it is matter of site security levels.
The sites which require verification from my e-mail account if I change the password or other sensitive information in my account profile (e.g. primary e-mail, secondary e-mail, payment information and so on) tend to be financial and medical sites that deploy high levels of security.
I don't discuss personal account security online, period, but I think that I use about a half-dozen sites that require me to verify any changes to sensitive account information before making the requested change.
It might be tied to 2FA, now that I think about it, because I use 2FA on all sites containing sensitive personal information and change passwords on those sites with some frequency, but it might not, because other 2FA sites don't require e-mail verification. I just don't know.
