I am running an update today and I got a message that package emacs is conflicting with ctags. While I am not personally working with ctags anymore, it could be problem for those who do work with them because ctags provided by emacs have less features than actual ctags and etags. This can also be issue for other softwares which depends on ctags.

This conflict is easily avoidable if emacs repos are built with --program-transform-name='s/^ctags$/ctags.emacs/'
flags. With this, emacs will be configured to use ctags.emacs as their location instead of system ctags, similarly for etags. The conflict will be resolved and developers will be able to install ctags and etags for their own purpose.
This renaming is a common technique. Arch have adopted same technique for their own repos, and if I remember correctly, fedora also have this.
