You just download and extract them and put the theme folder to the .themes folder in your home directory (/home/user/.themes/). If such a folder does not already exist, create it.
Icon themes and cursor themes go into /home/user/.icons/

I used to put them in the /usr/share/themes as well, but keeping the themes up to date and removing the old ones was too big of a hassle for me due to needing the root privileges.
By putting them inside my home directory 'maintaining' them requires less effort on my part as I can just open Nautilus and do everything I want with just a few clicks.
Junglist I get that. It was awkward for me too. I used it as an excuse to practice using the CLI rather than the GUI. Got really pretty comfortable with file and directory management from the terminal that way.

new install with budgie

Solus 4.3 Plasma
Default terminal and browser font Jetbrains Mono
Switched back to Solus 4.3 Budgie (needed to fix partitioning issue)
Now i set this and I love it ...
now just need to change fonts and theme as i like them
Just sharing some few changes on my Solus 4.3 Budgie, No reinstall, just theme and icon change.
It's Saturday late and I take this time to share my Desktop setup
