I'm assuming that your question centers around system resources, so I am going to respond on that basis.
I use Budgie and have run it on an Dell Inspiron 11-3180 (AMD A9-9420, R5 onboard graphics, 4GB RAM). Budgie ran acceptably on that computer, somewhat faster than Windows 10. Budgie ran smoothly on that computer, but I use that computer for browsing, e-mail and other non-demanding tasks.
I have not used Mate on any of my computers, so I can't give you a direct comparison. Mate is supposedly less resource-hungry than Budgie, but from what I've read about Mate versus Budgie, the difference is not great.
I would suggest this: Unless you prefer Mate for some reason (it is more customizable, for example), try Budgie and see how it works for you. If it works acceptably, stick with it. If not, then try Mate.
