How do I get the print to pdf option in my print menu?

I've looked all over cups and couldn't find it in there. I searched cups-pdf in the software center and no luck either. I know I've done it on other versions of Linux before. I just can't figure it out here! Thank you kindly for your help!

JoshStrobl Right now I am trying to print an email from Thunderbird.

There shouldn't be any issues with doing that. I clicked on "more", then Print, then selected the "Print to File" option. There is no "cups-pdf" package, we only have the cups package with everything included in it. The Print To File option works as expected.
