They only work on Wayland and thus not supported (we don't support Wayland at this time, no immediately plans either). Evidently the GNOME folks didn't want to implement an X client to handle touch events + libinput (which is how you'd support it under X11).
Basically you would need to compile touchegg and then install this GNOME Shell extension.
