I suggest to remove apparmor and snapd, reboot, then install it again.
I had a relatively similar error with apparmor as @brent had.

My procedure was to remove apparmor first with sudo eopkg rm --purge apparmor
it will remove apparmor and any configuration with it, eopkg will suggest to remove snapd because of dependency with apparmor, remove it too, then reboot.
At this point Solus will run without apparmor and snapd.
Finally install apparmor with sudo eopkg it --reinstall apparmor
, I don't consider --reinstall
necessarily important but just in case, you can use sudo eopkg it apparmor
thought, then you can try to install snapd and run sudo usysconf run -f
the output would be clean of errors. hopefully it will work.
