How to create a 3rd party repo for use outside of local connection?

I'm wanting to create my own repo for some friends and I and I'd like to have it on a raspberry pi that I have, is there any way to do this or is making a repo only supported through Solus and not on other linux distros? I know of this guide on how to make a local repo, would the steps be very similar or is there a completely different method to getting a 3rd party repo up?

That guide is for packaging. It is required to build packages against newer versions of build dependencies / new dependencies not yet in the repository. It is not designed for the task you're after.

Solus does not support third party / user repositories.
