one_good_eye @Justin ok here is what I found who have similar issue and i think it's all related to those who have dual boot between Windows and Linux and using Intel I217-V network controller :
the thing is "Wake on Magic Packet from power off state" is already deselected in my device
so my only option is using this method check this about rest PCI driver on second post from bottom page

so what I need now is terminal command for Solus OS so I could rest PCI slot for network controller
