Keyboard Issues Since Last Upgrade

After upgrading my system on 05/03/2020, I've experienced issues with my keyboard. Suspending Solus results in my keyboard reverting to QWERTY layout; I use Dvorak. About an hour or so ago, I was watching an embedded YouTube video that I had set to full screen. When the video ended, I attempted to undo fullscreen by pressing the ESC key and nothing happened. It also appeared that my system was completely frozen as I was unable to do anything by pressing keys on the keyboard (power management?). I resorted to powering off the system using the power button.

NOTE: I'm using Openbox built on a Budgie install. I'm also using a modified keyboard file copied to /etc/default; reference.

Upgrades received on 05/03/2020:

I'm not seeing anything that was upgraded that would affect the keyboard. I've tried switching to the 5.5x kernel, but experience the same issue with the keyboard layout reverting to QWERTY when suspending.

Issue doesn't exist on my laptop. The issue must be unique to my desktop hardware. Info from inxi:

What a brave and inspiring saga. Trying to help one-armed people, attacked by the qwerty barons, inspired a new school of thought about key groupings, and lived long enough to see it implemented as an option in the first wave of computing--a great man. What I wonder if I could be brave enough to convert? Inspiring reading.

Coincidentally, I just discovered there was such a thing as 'onboard' (virtual keyboard?) settings in my [edit: dropdown] menu yesterday, If they were always in the drop down then my days are too long.
Something unbinding the Dvorak seems like software.
Freezes are typically hardware but not always.
Be curious to see what happens for responses.

I believe I've found a solution to my issue. I've been tinkering with configuring Arch Linux and learned about using localectl to manage the keyboard layout. I've set my keyboard layouts to US Dvorak on both of my Solus installs and so far, I've not experienced any reversions to the QWERTY layout.

Following is the command I've used from the command line:
sudo localectl set-x11-keymap us pc105 dvorak grp:alt_shift_toggle
