Solus 4.0 can't install patchutils

Hi,

After installing the latest update: Solus 4.0, kernel 4.20.16-112.current #1 SMP PREEMPT Fri Mar 15 02:54:46 UTC 2019 x86_64 GNU/Linux, I am no longer able to run lsdiff, which is part of patchutils.

When I tried: eopkg it patchutils
I got:
ystem error. Program terminated.
Repo item patchutils not found
Please use 'eopkg help' for general help.
Use --debug to see a traceback.

I can see patchutils in: https://mirrors.rit.edu/solus/packages/shannon/p/patchutils/ , which is the software repo I am using.

Also certificate for https://solus-project.com/ has expired on 2019-02-13.

Aren't all eopkg commands prefaced with sudo?

I was trying to build v4l dvb drivers
https://www.linuxtv.org/wiki/index.php/How_to_Obtain,_Build_and_Install_V4L-DVB_Device_Drivers

Because Solus doesn't support my DVB-T card out of the box. So every time I update the system, I need to rebuild V4L drivers. Now I can't with the message 'lsdiff not found'.

Is there a workaround? Or is it possible to include v4l-drivers in Solus build?
