PATH Won't set in .profile or .bashrc

I have set a new PATH in both file of .profile and .bashrc but it will not set. I can set it the command line just fine but not in profiles. The command that I am using is PATH=$PATH:/home/user/scripts. Like I said if I do it at the command line it's fine but not in the .profile or .bashrc can you give me any help to what might be wrong?

willir64 did you try adding export PATH=$PATH:/home/user/scripts to the following, "/usr/share/defaults/etc/profile" file? I just tried what you said had the same issue. Went directly to that file and it worked like a charm
