I also have a Dell laptop running Manjaro / Budgie. I hadn't used this machine for a few weeks, so I blew the dust off and updated it three days ago. It's running the same Budgie version as my ThinkPads. I've been monitoring it for the past three days and thus far it does not exhibit the problem.
For the past two days, the T440p has not exhibited the problem, either, but my T420 still has chronic issues. I'm not seeing anything in the journal about trackers, or about files that can't be opened, but I do consistently get this error, when the machine wakes up with dead wifi:
