I have never been able to boot Solus 4 on Hyper-V at all and I am guessing that the vbox modules can be a reason for that. No evidence whatsoever though. But I have tried everything else I can think of.
So far, I have solved it by using a second machine for my different Solus VMs (powered by Solus). Then I run Ubuntu MATE on Hyper-V which works decent enough when I need a linux workstation while working on my company workstation.
A side note: I know that Solus is really not intended for running in a VM, but thanks to Budgie being Budgie (or MATE being MATE) and the distribution itself is so blazingly fast with sane defaults it is actually a dream for us that is heavily relying on virtual machines. I think it would be wise to support Hyper-V as it gets harder and harder to use other hypervisors on Windows workstations. And I would gladly contribute myself to try and make a similar experience to make Solus run just as great (or better) on Hyper-V as Ubuntu does.
