I had two towers both running Solus Budgie 4, with updates within a few days of each other. One located in the garage and the other in our lounge room.
The garage tower had always used a WIFI connection. But the lounge always used the Ethernet connect cable.
The lounge tower motherboard failed, the USB ports were over powered according to a log that I read.
I removed the HDD and installed it in garage tower and moved the garage tower into the lounge room. It would not then connect by Ethernet as reported in my original post.
After the checks reported in earlier posts the problem had to be related to the Navigation window which I was opening from the panel. It was displaying Ethernet 1 and WIFI.
I was confusing WIFI and Ethernet settings. Once I understood what it was telling me, the problem was Solved.
