I would not advise deleting the ~/.config/ directory. That would do more than simply reset the panel/DE after a restart (Which I have not tested, I just assume it would). It would also delete many browsers bookmarks, saved passwords, history, settings, browser sync, login sessions as well as settings/configuration data for most other applications on the system in the hopes of getting the system menu back.
I fear that would really be bad for someone who has parkinsons and seems like they might have set a lot of this up 5~ years ago.
You could add a new default panel, delete the existing panel and move the new panel to the correct location but it works in a similar way to the way I showed in my video without respecting any other changes they may have made to the panel which is why I did not recommend that.
