So update, i ran pip install pyopenssl just to see what would happen: It found the already extant system package, defaulted to that, complained that pip had a new version (so i updated it) and after all that Deluge just runs like normal.
Not sure what in that step of Windows-esque easter egging did the trick, but that fixed it.
